I cannot comment on the tenets of the HSP as I was working out of town a lot when it was introduced at KKFI and was not involved in the process. I can give my opinion on how it contributed to the battle we had at KKFI to keep our mission to serve the voiceless and highlight the heritage music of our community.
It was the professionalism mantra and the enhanced fundraising prospects that led directly to our choice of Station Manager. He subsequently packed the Board with cronies, pushed most of our African American programmers out the door and ultimately tried to substitute a false set of bylaws that eviscerated the members rights. It was the bylaws that tripped him up and we came to an agreement that ended his reign and reinstated the original bylaws shortly before we were to go to court.
Trading democracy and the local mission of community radio for a staff run station that may or may not raise big bucks with monoculture programming will end community buy in and make you just another spot on the dial.

We did the same thing at KSFR. Actually, my GM at the time, made me and the steering committee review the project outline and make our recommendations.
We declined to participate, but incorporated some of the methods outlined.
Santa Fe, back then would have never put up with it. Not with the team we had...

I know a lot of folks have their stories about the Healthy Station
Project. At WRFG in Atlanta in the early 1990's we kicked them out of our
station. Atlantan's organized against them and the entire concept. The
representatives were shocked.
