[grc] Policy and volunteer handbook resources for LPFM's

Hi all:
Our start-up, rural LPFM would like to ask if any operational stations 
(or LPFM's ahead of us in development)
have written policy handbooks, volunteer/staff handbooks or the like in 
digital formats that you'd be wiling to
share with us.
Creating and sharing these materials is a critical step for us and we'd 
like to learn from the philosophy and wording that has served your 
stations well.  Feel free to explain where particular policies have been 
the most problematic.
We hope to use these sources not to copy but as starting points and 
reminders of all the key areas we need to address.
