Sadly, I believe the FCC no longer cares how you cover elections.
But there are 501c3 rules:
At any time, and particularly during an election year, stations and programmers need to steer clear
of endorsing candidates. This applies to public affairs hosts and music programmers. The station
is not allowed to endorse or oppose a candidate for public office. When a volunteer programmer is on
the air, that person is the station. A disclaimer is of no use. We could lose our 501(c)(3)
status. Volunteers can speak their minds off the air, but on the air they have to follow the rules
as if they were the station.
You do not instruct people how to vote.
You do not announce whom you are voting for.
Ballot measures are not the same as candidates. You can be opinionated about them.

KPFA has a policy of requiring equal time for candidates if they ask for it. I think that's
something we should all do.
But, programmers aren't required to give equal time to people with opinions about candidates. They
may interview a journalist or another "expert", or even a candidate staff person without triggering
the equal time rule. (I don't recommend the last option)

Policy/Requirements
Public Affairs Programming and Elections
At any time, and particularly during this election year, stations and programmers need to steer clear of endorsing candidates. This applies to public affairs hosts and music programmers. The station is not allowed to endorse or oppose a candidate for public office. When a volunteer programmer is on the air, that person is the station. A disclaimer is of no use. We could lose our 501(c)(3) status. Volunteers can speak their minds off the air, but on the air they have to follow the rules as if they were the station.
You do not instruct people how to vote.
You do not announce whom you are voting for.
If a candidate is invited on a show (a music show or a PA/news show) the programmer/host must be prepared to give equal time to opposing candidates - if asked for it. We do not have to offer equal time or notify opposing candidates, but if we are asked we need to provide equal time. Programmer/hosts need to notify the Program Director if they are having a candidate on.
You can still talk about politics and issues and candidates, and that can involve criticizing or praising candidates√ but you need to stop short of endorsing a candidate or instructing listeners not to vote for a candidate. This can be a nuanced distinction. For instance, if you say,
⌠If you don▓t vote for Obama, horrible things will happen■, that is an endorsement.
But if you say, ⌠If Obama does not get re-elected, it▓s likely the Supreme Court will get a majority of conservative members┘.■ that does not rise to the level of endorsement. In this case it is left open to the listener to decide whether the outcome is good or bad and it is more a question of policy implications.
Some have asked about songs that endorse candidates or parties. Songs are considered artistic statements and are exempt from these rules; just do not say, ⌠I agree with this song■.
You can also have guests who endorse or urge people to vote a certain way. But you need to be certain that it is clear to listeners this is a guest and not a representative of the station making the endorsement. If it▓s your co-host or buddy sitting in with you they should not be saying who to vote for because to a listener this person represents the station.

Violation of this policy will cause serious consequences, up to immediate suspension.
