*Tunis, December 14, 2015*. As part of its activities in Tunisia, the World
Association of Community Radio Broadcasters <http://amarc.org/> (AMARC) has
prepared a study on the situation of community radio stations. This work
has highlighted a clear change in the policy of the National Office of
Broadcasting (ONT) and the National Frequencies Agency (ANF) against
community radio stations, especially with the lower costs of frequency
allocation, installation and maintenance.

In the same vein, the study has identified the development of
representative bodies of community media, especially with the emergence of
new initiatives, such as the Tunisian Union of Associative Media (UTMA) and
the Union Tunisian of Associative Radios (STRA).

Although the Tunisian associative media landscape has seen a clear growth
in many ways, some weak points emerged from the study, such as the issue of
sustainability, programming, professional journalistic practices and
networking among the various actors.

Indeed, the study, part of a partnership project between AMARC and OXFAM,
"wants to help provide an overview of the media landscape in Tunisia and
may promote the implementation of new initiatives for the development of
freedom of expression and pluralism in the country", says Francesco Diasio,
Secretary General of AMARC.

It is important to note that this project is part of a strategy of support
and assistance from AMARC to the various components of the associative
media landscape in Tunisia. With a network that brings together 10
community radio stations that have obtained an FM license from the
Independent High Authority for Audiovisual Communication (HAICA) and the
existence of several projects of web radios, the Tunisian experience
represents a unique model of pluralism today in countries of Maghreb and
Mashreq.

*Tunis, 14 décembre 2015.* Dans le cadre de ses activités en Tunisie,
l’Association
mondiale des radiodiffuseurs communautaires <http://amarc.org/?q=fr>
(AMARC) a élaboré une étude sur la situation des radios associatives. Ce
travail a mis en lumière un changement manifeste au niveau de la politique
de l’Office National de Télédiffusion (ONT) et de l’Agence Nationale des
Fréquences (ANF) à l’égard des radios associatives, notamment avec la
baisse des frais d’attribution des fréquences, d’installation et de
maintenance.

Dans le même ordre d’idées, l’étude a permis d’identifier l’évolution des
instances représentatives des médias associatifs, notamment avec
l’émergence de nouvelles initiatives, telles que l’Union Tunisienne des
Médias Associatifs (UTMA) et le Syndicat Tunisien des Radios Associatives
(STRA).

Bien que le paysage médiatique associatif tunisien a connu une croissance
manifeste sur plusieurs plans, certains point faibles ressortent de
l’étude, tels que le problème de la durabilité, la programmation, les
pratiques journalistiques professionnelles et le réseautage entre les
différents acteurs.

En effet, cette étude, qui s’insère dans le cadre du projet de partenariat
entre l’AMARC et OXFAM, « veut contribuer à donner une vision d’ensemble du
panorama médiatique en Tunisie et qui puisse favoriser la mise en place de
nouvelles initiatives visant le développement de la liberté d’expression et
du pluralisme dans le pays », a indiqué M. Francesco Diasio, le Secrétaire
Général de l’AMARC.

Il est important de signaler que ce projet s’inscrit dans une stratégie de
soutien et d’accompagnement de la part de l’AMARC aux différentes
composantes du paysage médiatique associatif en Tunisie. Avec un réseau qui
rassemble 10 radios associatives ayant obtenu une licence FM de la part de
la Haute Autorité Indépendante de la Communication Audiovisuelle (HAICA) et
avec l’existence de plusieurs projets des radios web, l’expérience
tunisienne représente aujourd’hui un modèle de pluralisme unique dans les
pays du Maghreb et Machrek.
