"Local Programming" refers to the station it was produced and aired for
first, not necessarily the area it was produced in. For example, stations
in Toronto could not share programming and call it "local".  Our regulatory
guide 2.0 says "The requirement is that at least 15 percent spoken word
content must be locally  produced, which the Commission defines as spoken
word content produced exclusively by or for your station."
