In this little sliver of time between one year and the next, there is an important matter for all of you  to be aware of regarding music rights:
1. EVERYONE who is webcasting must re-register for Sound exchange participation by 12/31/15 because the new contract term begins 1/1/16. I'll paste the details in below so ...read on if you haven't done this already.
You must elect to participate in the new 2016-2020 agreement between CPB and SX by December 31, 2015.  You can do so on the CPB website at http://www.cpb.org/stations/musicrights/.

Also for CSG grantees, you must file your fourth quarter Report of Use with NPR Digital Services by January 4, 2016. 

2. The exemption for micro-casters where you pay $100 has been eliminated unless  your station is totally student run...I'll paste that little tidbit in below as well.

Excerpted from an email I received from Melodie Virtue at Garvey Schubert Barer:
The Copyright Royalty Board issued a revision to the new streaming rates and terms applicable to the 2016-2020 term.  The clarification is that the ability to pay a $100 annual proxy fee to be exempt from filing Reports of Use in the event a streaming station has fewer than 80,000 Aggregate Tuning Hours in a month is applicable solely to the student-run online stations of accredited schools.  Other noncommercial broadcasters who stream will not be entitled to elect to pay a proxy fee to be exempt from reporting.  Thus, for non-student-run stations, if a station has not been filing Reports of Use because it historically paid a proxy fee, the licensee must start collecting the information needed for Reports of Use as of January 1st (e.g., featured artist, sound recording title, and International Standard Recording Code (or album title and marketing label)). If the station’s royalties will not exceed the minimum annual fee of $500 a year (which covers 159,140 ATH per month), you will need to file Reports of Use with SoundExchange for two periods of 7 consecutive days (non-consecutive weeks) each quarter.  If the station’s stream exceeds 159,140 ATH per month, you will need to report the sound recordings covered by the statutory license on a full census (24/7) basis each month.  Furthermore:If you are not covered by  the CSG program through CPB be aware of these deadlines:January 31, 2016 – submit minimum $500 annual fee to SX.January 31, 2016 – file election with SX to participate in license rates and terms applicable to your streaming operations, such as the Educational Webcaster rates and terms. January 31, 2016 – certify eligibility and pay the $100 proxy fee to SX if your online station is student-run and supervised by an accredited school in order to avoid filing Reports of Use.  January 15, 2016 – file monthly Statement of Account and monthlyReport of Use for November 2015 with SX if applicable to the terms you elected.February 13, 2016 – file quarterly Report of Use with SX if applicable to the terms you elected or if you are a minimum fee broadcaster and are paying royalties in accordance with the 2011 Copyright Royalty Board rates and terms.
