I just was reading this.  Check the last paragraph where the writer says diverse ownership is important to democracy.   I have for some time thought 26 MHz DRM broadcasting might be a good first spectrum slice to pioneer.   I recently saw a paper on a study, in Brazil I think, where the conclusion was that a large city studied would have good service at an ERP of less than 5 KW. 

In the early days of FM we had to sell FM radios.  Local broadcasting is by definition unique, and might draw an audience to grasp and use a new service.  Is it time for some under powered LPFM stations to propose setting up a transmitter & selling radios to receive the signal?
