*Communicators Convene in Chile to Define “Community Communication for the

*From Tuesday May 26 to Thursday May 28, 2015, some 80 community radio
communicators from indegenous communities in Chile, and international
guests, joined with Chilean officials for an international seminar to
address "Community Communication for the New Century
<http://www.amarc.org/?q=node/2267>". The gathering had a particular focus
on the communication needs of indigenous communities.*

*The "Community Communication for the New Century" seminar was organized in
Santiago de Chile by the World Association of Community Radio Broadcasters
<http://www.amarc.org/> (AMARC), with support from the National Council for
Culture and Arts (CNCA), the National Corporation for Indigenous
Development (CONADI), the Ministry of the Secretary General of the
Government, Bread for the World, the Municipality of Santiago, the Gabriela
Mistral Cultural Center and UNESCO.*

*The gathering opened with presentations from Latin America, Africa, Europe
and Chile on the status of the laws governing community radio, the
standards of freedom of expression and the role of community radio in the
reactivation of the minority languages.*

*Among the panelists were the director of the National Institute of Human
Rights Lorena Fríes, the director of the newspaper Mapuche Times Pedro
Cayuqueo, academic and linguist Elisa Loncón, and the coordinator of
Santiago's Education and Culture Office of CONADI Necul Painemal. The
panelists shared experiences and ideas with the gathering which included
international speakers like the director of OBSERVACOM Gustavo Gómez
(Uruguay), Franklin Huizies of AMARC South Africa, the President of AMARC
María Pía Matta (Chile), AMARC’s Vice-President Emmanuel Boutterin
(France), and AMARC’s Secretary General  Francesco Diasio (Italy).*

*AMARC trainer Ernesto Lamas, currently working for the Department of
Protection of Public's Rights in Argentina, gave a training workshop,
realized with the support of Bread for the World on diversity in community
media. Nearly 50 workshop participants delibrated the reasons for lack of
diversity in community radio stations. This discussion was greatly enriched
by the international experiences of the attendees.*

*The Minister Secretary General of Goverment (SEGEGOB) Marcelo Díaz, the
Undersecretary of the Department of Telecommunications (SUBTEL) Pedro
Huichalaf, the Assistant Director of the National Council for Culture and
Arts (CNCA) Lilia Concha, the Director of the National Corporation for
Indigenous Development (CONADI) Alberto Pizarro, and the Mayor of Santiago
Carolina Tohá made a commitment to creating an intersectorial roundtable.
The roundtable will involve SEGEGOB, CNCA, CONADI, and SUBTEL, as well as
representatives of community radio stations. It will engage in designing
policies that promote and support indigenous radio communication, as well
as expedite the processing of the bill that removes criminal sanctions for
broadcasting without authorization.*

*Du 26 au 28 mai 2015, les voix de la radio communautaire se sont réunies à
Santiago au Chili, dans le cadre du Séminaire international «La
Communication Communautaire pour le Nouveau Siècle
<http://www.amarc.org/?q=fr/node/2268>», organisé par l'Association
mondiale des radiodiffuseurs communautaires <http://www.amarc.org/?q=fr>
(AMARC).*

*La réunion a rassemblé 80 communicateurs du secteur de la radio
communautaire, principalement des peuples autochtones et des invités
internationaux, qui ont tenu des discussions intéressantes avec le Ministre
du Secrétariat Général du Gouvernement (SEGEGOB), Marcelo Díaz ; le
Sous-Secrétaire Général du Département des Télécommunications (SUBTEL),
Pedro Huichalaf ; la Directrice Adjointe du Conseil National pour la
Culture et les Arts (CNCA), Lilia Concha ; le Directeur de la Corporation
Nationale de Développement Indigène (CONADI), Alberto Pizarro et la
Mairesse de Santiago, Carolina Tohá.*

*Parmi les engagements pris, on note la création d'une table ronde
intersectorielle (SEGEGOB, CNCA, CONADI, SUBTEL), avec la participation des
représentants des diffuseurs des radios communautaires, pour concevoir des
politiques qui favorisent et appuient la communication radiophonique
autochtone, ainsi que pour accélérer le traitement du projet de loi qui
supprime les sanctions pénales pour la diffusion sans autorisation. *

*L'ouverture et les premiers panels ont été caractérisés par la diversité
des intervenants en provenance d'Amérique Latine, d'Afrique, d'Europe et du
Chili. Ce fut l’occasion d’étudier et de faire l’état des lieux  des
législations régissant la radio communautaire en Amérique Latine, les
normes de liberté d'expression et le rôle de la radio communautaire dans la
relance des langues minoritaires.*

*Parmi les intervenants, étaient présents: Lorena Fries, Directrice de
l'Institut National des Droits de l'Homme; Pedro Cayuqueo, le Directeur du
journal Mapuche Times; Elisa Loncon, académicienne et linguiste et Necul
Painemal, professeur et chargé de l'Éducation et de la culture au bureau de
Santiago (CONADI). Ils ont partagés leurs expériences et idées avec des
conférenciers internationaux tels que Gustavo Gómez (Uruguay), Directeur
d’OBSERVACOM; Franklin Huizies, de AMARC Afrique; Maria Pia Matta (Chili),
Présidente de l'AMARC; Emmanuel Boutterin (France), Vice -président de
l'AMARC et Francesco Diasio (Italie), Secrétaire Général de l'AMARC.*

*Les ateliers de formation, réalisés avec le soutien de Bread for the
World, ont été assurés par Ernesto Lamas, membre de l'AMARC, qui travaille
actuellement dans le Département de la protection des droits des publics en
Argentine. Ces ateliers ont été caractérisés par un échange intéressant,
entre environ 50 participants, sur la signification et la diversité de la
communication dans la radio communautaire. Ces discussions ont été
enrichies  par les différentes expériences internationales des participants
présents à la réunion.*
