If you use Audacity, your waveform has two indicators.  The dark blue outer
shape of the wave shows decibels, and the light blue inner shape of the
wave is a good indicator of perceivable loudness.  When I produce, I adjust
the light blue waves to similar heights.  To make this possible at a
reasonable dB level, I often use the Hard Limiter function to bring down
transient peaks.  The Audacity audio editing software is free and
open-source.  It is offered off many site, but I recommend only downloading
it from Sourceforge.net   It is cross-platform, with versions for Mac, PC,
and Linux
