[grc] where is GRC this year?

There has been an offer from Albany, NY to host the GRC in september
this year. They are still working on details and it is not a 'for sure'
thing yet, as far as I know.

There WILL be a one day 'MiniGRC' in Riverwest, WI on May 21st! This
will be a very hands on, get your LPFM on the air, producing great
content and engaging your community.
