[grc] KUSP (Santa Cruz) moves towards selling station to the group that bought KUSF

I covered the KUSF shutdown and sale very extensively on Radio Survivor. CPRN ended up buying a few licenses in the SF Bay Area and is airing KDFC programming on all of them.
