[grc] KVOY Oklahoma Storm status

Thanks Tom! Too early to tell... so far, so good. Washita River (1 mile N
of studio) got to almost 18 ft -- but flood stage is 29 ft.  We have 2 more
days of rain in the forecast and the ground is saturated, so I'm still
monitoring the mesonet for PV... here's the link.
