[grc] Prometheus v. FCC back in court

Some of you may remember from a few years back the court case Prometheus
fought against the FCC and won, aptly called Prometheus v. FCC
<https://en.wikipedia.org/wiki/Prometheus_Radio_Project_v._FCC>. Despite
numerous rulings over the years in favor of Prometheus and the public
interest, that case is actually still ongoing. In fact, today our friends
at the Institute for Public Representation (and previously the Media Access
Project) are presenting oral arguments for that case in the Third Circuit
Court of Appeals in Philadelphia.
The case deals with the FCC’s media ownership rules and how FCC
deregulation has decimated minority representation on radio and television.
For you wonks out there, the issues at hand are that (1) the FCC hasn’t
done enough to enact rules promoting minority and female ownership of
broadcast stations, and (2) they’re allowing media corporations to exploit
loopholes called “shared services agreements” that skirt media ownership
limits. As in-the-weeds as they seem, these rules actually matter a lot to
diversity and inclusion on the airwaves.
