Lanny, start with training. As in teach your people not use obscene and
indecent (as defined by the FCC) language on the air. I really don't think
it's necessary to spring for a $3,000 unit. And when it DOES happen, make
sure to have a due diligence/enforcement  process in place. That will
impress the FCC more than the gear.
