[grc] FM chips in cell phones

The Board of Canada's National Campus and Community Radio Association
(NCRA) is discussing a campaign to get cell phone FM radio chips activated
in Canada.  Seems like an issue both countries in the AMARC North America
region have in common. Here's a piece about that issue in the US
