[grc] Equal time for political candidates

You are still risking that something will be said that can be seen as a
political endorsement in violation of section 399 of the Communications
Act, state non-profit laws and if 501(c), the IRS code.
Here in the NCE world (which includes LPFM), we have 399 looming over
us.. commercial radio does not have this.
