[grc] Advice needed on election issue

Who knows the equal time rules on election issues??
Someone at our local community station told the organizers of our local 
Measure V that they can't be on the air since the opponent, the 
Mendocino Redwood Company, refuses to come on.

In my memory all that is needed is an announcement that they refused 
plus a promise that they can have equal time in the future.
