Holding Period – Applications awarded through decisive 307(b) 
preferences or through the point system generally will have to be held 
for a minimum of four years following commencement of operations. 
Although the Commission rejected a proposal that applicants certify 
annually to their continued eligibility for the points they received, 
the Commission instead will conduct random audits during the four year 
holding period. Technical changes (including those mandated by an 
involuntary loss of site) will require replacement facilities with 
equivalent area and population coverage. *Assignments or transfers of 
control during the four year period will be limited to recovery of 
legitimate and prudent expenses of obtaining the permit and constructing 
the station (but not operating costs). Moreover, any proposed assignee 
or transferee will be required to demonstrate that it would qualify for 
the same or a greater number of points as the assignor had originally 
received.* Turnover in a board of directors will require that the 
replacement members exhibit diversity and localism traits similar to 
those of outgoing members.
