[grc] playlists alongside show archive

Many stations archive music shows, under the statutory license
parameters (5 hours in length, 2 weeks availability).

Wondering if there is any problem posting playlists next to those
archives, under the statutory license?

I know you aren't supposed to post playlists in advance of
"noninteractive" transmissions, i.e. "live streaming" - wondering about
the 2 week archive, for those that post those.
