Max,
We’ve used Google Voice for our editorial feature All Sides Now. It’s been working well for several years now, maximum recording time is ~3 minutes. We tell folks the limit is 2 minutes. One can download the message as mp3. Not high quality but good enoough, and it was easier and better than the voice mail in our phone system. It also sends an email with a transcript that can be quite entertaining to read.
You could use Skype for call-ins (costs for phone number), I bet you could use Google Voice for that, too, and calls are free to US and Canada. I don’t know how you’d deal with multiple calls. I bet there are some geeks on this list that could tell us how to use opensource software, Linphone, SIP, stuff like that.
