1) Is it possible to add tags to the list of tag choices?

2) I just uploaded a NewsUp story titled "NATO escalated ahead of
Ukraine/Russia friction," but I forgot to include the "Announcer Script,"
which included both an intro and an outro. Then I remembered it and went
back to add it but there was no "Announcer Script" available. Do I have to
delete and upload the whole story again to see the "Announcer Script"
field?  It's not going to make a lot of sense without the intro and outro.
