[grc] C-Band down links threatened by broadband encroachment

If your radio station happens to have a C-band down link, you need to
register it with the FCC before July 18th or risk interference from
broadband encroachment. Registration is free for nonprofit stations.

Note, This does not apply to Pacifica network down links which are on the
Ku band.
