Good morning from Riverton...
ETRS Form One has been opened for new filings until July 12, the day
after the upcoming webinar for LPFM and LPTV stations. This gives any
station that has not filed their Form One some extended time to file.
The FCC and FEMA have been conducting these national tests since 2016
and has never fined a station for untimely filing. The FCC has stepped
up their efforts this year to address the low participation by low power
FM and low power TV stations in the annual test and REC Networks has
been working closer than ever with Alerting staff in order to increase
EAS/ETRS awareness. Thanks to all of the other advocates who have
stepped up and also showed their support for improving LPFM's
participation in the annual test.
REC's position on the ETRS form schedule is that is still questionable
why the FCC and FEMA need this basic information about stations over
thirty days in advance of the test and why Form One data from previous
years can't just apply to future tests and require stations to only file
Form One if there is a change in their decoder equipment, software
version, physical address of the decoder, day of test contact or
monitoring assignments. REC is continuing to work with staff on these
issues.
I will be in DC next week meeting with staff on various issues including
EAS.
