[grc] LPFM Technical NPRM draft expected out tomorrow..

According to information I have received from staff and Chairman Pai's 
blog..  the technical changes proposed to improve the LPFM service 
should be appearing on a draft NPRM tomorrow to be considered at the 
August 1 full FCC meeting.

I believe many of the items were raised in REC Networks comments in MB 
Docket 17-105:

and further backed up by the petition for rulemaking in RM-11810.

Based on past discussions with staff, I do not believe that LP-250 will 
be included but based on the wording of the Chairman's blog, directional 
antennas are.  I am looking forward to see how deep they are deciding to 
reinterpret the LCRA as I had suggested in comments.

This may give us more options to deal with interfering translators and 
may open more opportunities for moves and new stations.

Again, I can only speculate until we see the draft NPRM.  This draft 
NPRM should be included in the tentative agenda that is supposed to come 
out tomorrow (7/11).
