providing air time for political perspectives, but we are also required
to offer comparable time for contrary perspectives if asked

I don't think this is true. I think it is that you cannot have on
candidates or have only one side of a ballot measure, and maybe on a bill
before a legislature without the other side. But you can otherwise have
guests take positions on issues and even have your own editorial positions
on social and political issues at large that are not on a ballot or up for
legislative vote without having to give time to the other side. You have
to be careful, but I think you can and in fact should be doing this.

There are rules and a line that you have to stay on the right side of. And
you must be scrupulous in following the rules and documenting what you do
and making sure your management knows what is going on the air.

I am concerned that community radio non-profits think they are constrained
in the way you stated. I do not think you are correct in what you can and
cannot do and are limiting yourself in a way that may be undercutting your
mission. This is an on-going issue for community radio, and I think it is
a widely believed myth out there in grassroots radio land that many more
issues have to be avoided than really do. I think that Pacifica itself has
issued editorial opinions on-air. am I wrong? Curt g
