[grc] Audio file format problem driving me out of my mind

I was finally able to change from 4800 to 4400Hz in Audacity by:

1) Clicking on "Select All" under "Select" in the menu bar and selecting
all the audio. (In Audacity.)

2) Choosing "Resample" under "Tracks."

3) Changing 48000 to 44100 in the "Reset Sample" box that appears.

I'm sure there are other ways of doing it, and Luther Rosebaro Jr. changed
my mp3 file from 4800 to 44100 for me using one of them.  But when I was
trying to change my wav file from 4800 to 44100, that was the 1-2-3 method
that worked for me.
