Great idea! I've been thinking about that with regard to WXOX-Louisville in
particular too. I have had it in mind to interview General Manager Sharon
Scott about how the uprising there in ground-zero Louisville made its way
onto the airwaves of an art/music station that doesn't have any
news-and-public-affairs programming. I often remember memorable things
that are said on music shows quite distinctly, in part because the words
are surrounded by what might be called "white space" in graphic design. In
radio, I think of "white space" as music that sets the words off. News and
public affairs programming has musical breaks so that it doesn't turn into
a drone, but spontaneous, unscripted verbal intervention in a music space
seizes attention differently than scheduled news and public affairs
programming.
When the jury's decision to acquit Darren Wilson, the Ferguson cop who
killed Michael Brown, came down, KPFA's News Department was just wrapping
up. The news came sometime during the 6 pm to 7 pm Pacific slot, too late
for insertion into the scripted newscast. The pre-recorded show "Africa
Today" automatically began playing, even as protestors filled Martin Luther
King Way right outside the station's doors. Several reporters who happened
to be at the station rushed out into the street with their handheld
recorders but there was no protocol for pre-empting pre-recorded
programming to make way for reporting from the street. This was discussed
at the time, but I don't know whether any protocol was ever set up because
my involvement with the KPFA News is limited to the half-hour Saturday
newscast.
The best suggestion I heard was to immediately pre-empt the recorded
programming and throw open the phones. To do that you have to have someone
with enough authority to make the decision, and someone ready to answer the
phones and manage the air space, which should be part of the protocol.
Now COVID-19 makes it even more difficult, at least at KPFA, because only a
skeletal crew is allowed inside the actual station, but that must be true
at WXOX and most all the other stations too. I imagine that stations whose
size means they're working with a skeletal crew most of the time anyway,
may actually be able to respond more spontaneously. -Ann Garrison,
