Yes.  But for the purpose of the /Radio for People /call.. this, in my 
opinion is out of scope.

Radio for People is more about station planning, especially with two 
noncommercial filing windows coming soon.

If someone wants this to be discussed at the GRC, please wait until the 
organizers call for workshops and at that time, submit the proposal.
