[grc] The return of VOA programming to shortwave radio?

When all common communications fail, shortwave is the doable around the 
world backup. Radio for Peace International RFPI shortwave broadcasts 
from Costa Rica was forced off the air in 2004 by the capitalist powers 
that be.

At the 2006 GRC Bill Taylor and myself failed to gain sufficient support 
to build a US based international short wave station even though we had 
some of the major items lined up.

As we deteriorate towards climate change and perpetual wars, my labor is 
still available to build a backup Shortwave station.  -Tom.
