[grc] Bad change to Audacity-HELP!

All of a sudden, Audacity is acting different.  The ability to simply drag
a segment left, right, or to another track has disappeared, and the
function that used to do that now stretches the segment to include
previously cut-off parts.  While the stretch function can be very useful
for fine-editing, the loss of the drag-segment function is devastating me!
Is there another way to do it now?
