[grc] Inviting our fellow struggling LPFMs to attend a mini workshop

Let me first start with a giant thank you to Caitlin and all of the
Riverwest crew for generously offering to host a one day MiniGRC
workshop on May 21st!

Details are still being worked on, but we have a host and facilities and
a date. This will only be a one day event, it will be very focused on
the topics to get an LPFM 'booted' up and on the air to meet your CP
deadline. All attendees should come ready to roll up their sleeves and
take notes as we hope to cover as much as possible to maximize
everyone's time.

We could really use presenters for the sessions, so if you can attend
and offer some help LET US KNOW! David and I are willing to take on all
of the technical workshops if need be, but help is more than welcome.
There are not any cost and pricing details yet, but we hope to keep it
as inexpensive as possible. I hope that we can set up something to help
cover travel costs for presenters and moderators that need assistance.

Attached is a proposed topic list.

Make sure to spread the word to any LPFMs that might not be on the email
list. If you plan to attend, please reply on or off list so that we can
start to get an idea on number of attendees.
