The article states that analog is being shuttered, and "radio" will be all digital.  That is very much in line with proposals floating at FCC.

actually, they're creating more channels everywhere else in the world because  their digital radio is not in-band-on-channel (iboc) like ours.
they're just switching to another frequency where there are far more potential stations.
the NAB wouldn't  let us do that here.
