I predicted in a talk at a regional AMARC meeting in Hungary back in the
1990s that US community radio's FM reservation would eventually meet the
same challenge as faced Indian reservations after the discovery of oil
under their land. It is my belief that the expectation of a move to
digital was a factor in the surprising generosity of the FCC in assigning
so many analog FM spaces to LPFM. Those are short-term licenses that can
easily be non-renewed when it's time to sell off that spectrum. In Canada
we've had hints from Industry Canada of a plan that would privatize all
radio broadcasts to a single digital radio operating company, freeing up
the rest of the spectrum for whatever. Witness also the FCC's giveaway of
all the satellite radio spectrum to two (now merged as one) private digital
operators, with the right to control content on all channels. This issue
of the future of spectrum access is one of the main reasons I'd like to see
an AMARC North America organized to discuss regional regulatory and
technological issues together.
