[grc] Record and Archive Meetings.

I personally think it is a great idea... that said, good luck getting a
BoD to approve of it!

We are audio based organizations, so why rely on scant, written notes to
communicate with members and/or listeners.

As far as civility is concerned, my past experience has shown that
people quickly forget that they are being recorded once they become
'pasionate' in their discussion.
