I have seen many stations attempting to use used consumer grade FM-AM
receivers for EAS monitor inputs.
The problem I see is consumer receivers can get unnoticed knocked off
your monitor channel far to easily with someone inadvertently rubbing
up agents the wrong channel button or the channel selector knob. After
a power failure some receivers will not come back to the original set
monitor frequency. If discovered by a FCC inspection, its a potential
large fine.

I always just get the dasecs, without receivers.  saves $400.  Then
I buy two old stereos from thrift stores, and hook them to the inputs.
Usually cost maybe $25 each.   Make sure to plug everything into a
UPS, so that if the power goes down, the receivers will stay tuned to
their frequencies. Sometimes I need to run an external antenna, but
you'd have to do that with an internal receiver, too.   Never had a
problem with that set up. 

 I can't bear the idea of spending an extra $400 for what amounts to
an AM and an FM tuner--- I have literally 40 FM tuners lying around my
house, as i discovered when we did the "Million Radio March" on
Washington DC.

Best practice is to receive at least 3 channels for EAS, Local Primary

2 or 3 receivers. Just google "EAS plan" + your state.

I would recommend getting the DASDEC-II DASLC+R (3 receivers) if you
can swing it. If you need to save some money you could get the
DASDEC-II DASLCR (2 receivers) and then add an external Rolls HR78
receiver for your Local Primary 2 station. That way you have a solid
receiver following your LP1 station, a receiver following NOAA, and
you can upgrade to a better external receiver for your LP2 at a later
time.
