[grc] ask for CP extension, then file Minor Mod, or other way around?

If the tower is already registered (has an ASRN), you can use the
existing tower registration as long as you are not increasing the
overall height of the antenna structure.
I would also file for the extension first and then file the mod.
The only time when the level on the tower where the antenna will be
comes into issue is when there is a second adjacent channel short
spacing involved. If you do file to move to one level on the tower and
then you have to move to a different level, then you will have to file
another 318 for a minor change.
REC can work with you on this mods if you wish.
