To answer your original question, you can file for a minor
modification at any time but if you request a CP extension you should
do that a month or two before its expiration. In your case, I don't
recommend rushing to file a minor mod until you have all the details
of the new site. There is no sense in filing multiple mods because you
didn't have all the details the first time. Michi is correct that
unless you are making changes to a registered tower (with ASRN), you
don't need to register again.

This is LPFM. You are thinking full power. The rules and
strategy are different.
LPFM .. CP time is 1.5 years, you can easily get one extension,
making the total 3 years. Extensions are routine. That's ONE
extension!
Full power .. CP time is 3 years. That's final.
Regarding temporary builds then STA .... FCC has been clamping
down. Try it, it's likely you will lose it all.

I have found very little correlation between what you pay and
its value.
When selecting consultants (lawyers, engineers, etc) .. it works
best when the majority of the consultant's clients are like you.
It can be a disaster if the majority of the consultant's clients
are very different from you.
Most "radio engineers" who mostly do big are clueless when it
comes to small. DIY is good. You need to work with an engineer
who understands the DIY culture. Some want to build your
station, some want to help you build your station. If you want
to DIY, you can, don't let the nay-sayers stop you.
Tools .... For LPFM, you can do all you need with RFree. That
doesn't substitute for knowing what you are doing.
