Rand is correct, available tower space and market conditions determine
price.
Ursula KHOI has a exceptionally low rate from American tower, $600 a
month.
WVQR in PR pays Crown tower $3k a month.
WBAI in NYC has been paying the Impire state building something like
$30k a month.

 Often tower owner rent has to be shared with a
 ground lessor...Which obviously impacts pricing...
 So there are many many particulars ....besides the flinch test.
