Elizabeth,

I believe that stations can get FCC waivers to fundraise for others.  The one example I know of in which a waiver was granted was in 2013 to a local PBS TV station who helped fundraise for a tornado that devastated a local community within their coverage area.  They got an FCC waiver went live for a day and raised nearly $1,000,000.
