[grc] Sponsoring a program for a day

MY station - WMBR, a full power NCE - has been offering an hour of airtime
in exchange for a hefty donation ($150) for a long while now. No
legal/moral issues with this. And we don't force DJ's to give up their time
- there has to be consensus all around. I don't think different rules apply
to LPFM.
