[grc] [Stubblefield] [GRC] Best way to test a used BW TX300 V2 FM

For those who haven't heard the story at GRC 2015 or elsewhere, Michael Brown helped us get TWO frequencies for Syracuse out from under the nose of TWO local multimillionaire radio group owners who wanted both of them. Between the two frequencies, we should be able to cover about 75% of the 467,026 people in our county that has no community stations at all right now. We got 2 unsolicited offers of $100,000 for the frequency we'll use in the middle of the City of Syracuse that he fought most hard for and we'll "feed" it from our suburban LPFM on another frequency one of these guys also wanted. We paid Mike quite a bit of money for his services, but it was an extremely good investment.
