I might need some help in understanding Community vs Caused-based organization.

Access the individual state list.  On each station, there is a place for 
a segment.  If a segment has not already been defined or one has been 
suggested, there will be a link that reads "suggest".  Click on that 
link and you will be able to choose from one of the six primary segments 
for that station.

This will start the process to determine the overall REC segment code.  
The REC segment codes is a work in progress where each LPFM is given a 
code based on the hierarchy of the 6 primary segments of LPFM.  Based 
on the lower code, this will determine if the station would be included 
in community radio listings provided by REC.

We will be doing more work with segment codes over the summer.
