[grc] National Radio Day item - identifying community stations.

When I designed the 6-segment concept, I knew this one would create some 
confusion but here's where I was going with this...

COMMUNITY RADIO
There are some organizations where providing media and community access 
is their primary function.  This can include (but is not limited to) 
independent media centers, public access programmers and providers and 
other organizations that were set up for the purpose of providing 
community media in a manner where the community has input into the 
programming and the direction of the station.

CAUSE-BASED
These are organizations whose primary purpose is not broadcasting but 
decided to expand into broadcasting in order to get their voice heard.  
This can include advocacy groups for minorities, labor, LGBT, etc.  Keep 
in mind that organizations that would fall under the high level of 
cause-based can also meet some of the attributes of community radio, 
especially if the licensee organization is being used as a "host".

If you are using the suggest function on the scoreboard, please go ahead 
and make your best guess.  For the purpose of the community station 
directory, both community and cause-based stations will be listed.

The Community Radio category is different than the MICRORADIO category.  
The Microradio category consists of organizations that were founded for 
the primary purpose of broadcasting, is usually managed by a single 
person or a small group, operates a particular format (usually music) 
and does not have a structured governance or community input.

The microradio category is not flagged in our systems for inclusion in 
the community-focused station lists as the community does not 
necessarily have any real input into the station's programming.  In 
other words, they run like a commercial station but (in most cases we 
hope) without the commercials.

Again, make your best guess..  There are sub-segmenting that I will be 
adding.
