[grc] How do stations file their ownership reports?

LPFM stations are not required to file ownership reports (at this 
time... this is something we are looking at in order to address localism 
related issues from the 2013 window)...

73.801 has a list of rules outside of 73.8xx that also apply to LPFM 
stations.  73.3615 is not one of them.
