[grc] Big tech question from new LPFM

Our C.P. just became a full license. KLLG-LP is now on the air! In “test mode”, pumping our via VLC 15 prerecorded easy listening hours with important “messages” to our listeners.
Our Studio A is two weeks away from completion, and that means live programming from our ARC-8 console which is being gratefully borrowed from a nearby sister station.
This sister station has also generously loaned us their old EAS unit until we can afford to buy our own. But we can’t use this borrowed unit because the loaner forgot to include, or is still using, the TFT 940A Transmitter/Program interrupt unit (or equivalent).
What should we do? The company TFT is no longer in business.
When we can afford it, we thinking of buying this unit:

I know EAS is required to listen to
a. An official FEMA internet site
b. two AM/FM "primary" stations in our area.
How can we set up some radios to “listen” so that we don’t have to pay and extra $600 for a DASDEC-II w/o built in radios?
Someone out there knows the best road ahead for us.
We’d appreciate any help…
