[grc] FM chips, and listserve format

Streaming depends on the Internet, and when it goes down, at any point along the line, no reception.  This happened in Santa Rosa/Napa with the huge fires:  power & Internet were both down so many thousands depended on local AM & FM radio for critical safety and evacuation information.  If the phone in your pocked IS your radio, then more people will be reached.
