[grc] GRC in Portland overlaps with Third Coast in Chicago

There will always be conflicts, no matter dates what you schedule.
People are already booking travel and hotel rooms (especially
considering that there is a marathon in Portland that same weekend so
rooms may be at a premium if  you are too late).  There are change fees,
non-refundable charges, etc. that people have invested on a conference
which date has been announced for quite awhile now.

Based on what I see about the Third Coast Conference, it is focused on
program producers and journalists to cover the writing of stories where
GRC is focused on the principals of full-service and low-power
non-commercial broadcast stations to discuss the operation of the
stations including technical, legal and fundraising topics.  I don't see
much of an overlap potential between the two conferences.

There's way too much work going on with this year's GRC to warrant a
move of the dates.  Speaking as an individual (and not representing the
other GRCA participants nor the GRC 2018 host committee), I would
staunchly oppose any attempt to change the GRC conference dates.
