[grc] Pacifica By-laws Reform

I'm cautious about posting Pacifica information
here because I know a lot of you don't
want to hear the arguments that seem to
follow any Pacifica post.

But, there's a new effort to restructure Pacifica
and tonight I'm taking the plunge to tell
you about it for two reasons,

1.  Many small stations, affiliates and affiliate
representatives on the Pacifica national board
have told me that Pacifica is too caught up in
its own contentious affairs to do right by the
larger community.  This is the first hope I've
been able to offer in response for many years.

2.  Norm Stockwell, a GRC guy who spent
two decades as WORT's Operations Coordinator.,
is one of the "transitional board members" who
will help Pacifica get to a better place.  (Thank
You, NORM!)

There are no designated board seats for
Affiliate Representatives on this proposed
50%-smaller Pacifica National Board.
(Article VI, Section 1).  Affiliates can ask the
Transitional Board to appoint an Affiliate
representative to one or more of the 6 at-large
seats.
