[grc] Pacifica By-laws Reform

Adrienne, Please do not bring this Pacifica major internal controversy 
to the GRC. I will destroy the GRC in the same way it's destroying 
Pacifica. It will bring a rapid response from the Pacifica loosing board 
minority of last weeks engineered major power shift. Tom Voorhees
