[grc] [Nceorg] Commercial radio groups agree with us: NO to translators originating programming

Converting translators to LPFM stations would put them under the LPFM
limitations in the LCRA. Because of how the FCC feels that LPFMs should
be simplified, a large majority of translators with 100 watt (5.6 km)
nondirectional facilities would not be able to meet the minimum distance
separations to full-service stations as required by statute in the LCRA.
It would take an act of Congress to change that.
